Allow supervisors to modify the letter templates

Currently, the extended offer, decline application, and contact applicant letters are canned messaging from PMI. The chapter should be allowed to modify the messaging template to be more suitable to the chapter.

    I need to discuss this with the internal business units that handle chapter governance, but this is a common request and something I would like to implement.
