Allow recruiters and supervisors to apply to opportunities in VEP

Our chapter members are allowed to wear multiple hats. VEP prevents supervisors and recruiters from ability to apply to opportunities. So these volunteers are not benefiting from the VEP tool nor is the Chapter benefiting from all volunteers using the VEP tool.
