Backfill Volunteer Position directly without having to create entire post, apply, etc.

Our chapter is just beginning to use VEP - with the limitations of this tool it is way more challenging than it needs to be. There should be an option to post a role and directly assign someone to it - without having to go through 7 screens, sending them a link, accepting, etc. If we are making this mandatory for chapter to use - then the tool should be updated for ease of use.
