Display PMI chapter in filter drop-down even when there is no active volunteer position

If there are no active volunteer posts, a chapter is simply not included in this filter (see screenshot).

I understand the logic behind it, but as a user I find it quite confusing, because it makes me think the chapter doesn't exist or that I'm searching for it under the wrong name (some chapters are colloquially called something other than their name, like GTA vs Greater Toronto). I would prefer that all chapters are available in this filter at all times, but if I select a chapter that does not have any active posts, there would simply be a message in the search results pane that there are no open opportunities.
